CONTRACTOR QUALIFICATIONS AND EXPERIENCE: Contractor staff assigned to this agreement must possess the following minimum qualifications and experience: 5.1. Ten years of experience working as a business analyst, communicating and working within crossdepartmental teams and end users. 5.2 Ten years of experience using Agile Scrum methodology and experience with Azure Devops creating and managing Product backlog items. 5.3 Ten years of experience with business and technical requirements analysis, business process modeling/mapping, Workflows and AS-is/To-Be and Gap analysis 5.4 Ten years of experience coordinating business users, technical staff to help analyze and define future needs and operations based upon use case and analysis of alternatives 5.5 Ten years of experience with functional manual testing and writing test cases 5.6 Ten years of experience with conducting scrum ceremonies and handling impediments. 5.7 Five years of experience and in-depth knowledge of Disease surveillance case reporting and management. 5.8 Ten years of experience with Microsoft Word, Visio, PowerPoint, Excel. 5.9 Five years of experience working with Healthcare Industry specifically disease surveillance section and the associated security requirements 5.10 Advanced Certified Scrum Product Owner (A-CSPO), Certified Scrum Master, SAFe Agilist 5.0, and DevOps Foundation certification required.   CONTRACTOR RESPONSIBILITIES: 6.1 SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified: 6.1.1 Lead and/or assist staff in business requirements gathering sessions (JADs) daily as assigned by the Department. 6.1.2 Advise the application development Team to help achieve its goals or streamline the Development practices with alignment with the vision and goals of the Division daily as assigned by the Department. 6.1.3 Provide technical expertise in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements daily as assigned by the Department. 6.1.4 Lead cross-functional scrum team(s) by collaboration and implementing business objectives daily as assigned by the Department. 6.1.5 Standardize SDLC process within the team and provide improvements on existing Agile Scrum framework as needed daily as assigned by the Department. 6.1.6 Support the scrum team for critical projects and tight deadlines daily as assigned by the Department. 6.1.7 Act as a proxy for the Product owner and participate in the scrum ceremonies daily as assigned by the Department. 6.1.8 Liaise with stakeholders to understand business priorities and requirements by evaluating the value driven by each requirement daily as assigned by the Department. 6.1.9 Translate business needs into requirements/User stories for the application development teams using various methodologies including use case analysis, and business process analysis, and workflow modeling daily as assigned by the Department. 6.1.10 Monitor the on-going development work by actively engaging with the development team daily as assigned by the Department. 6.1.11 Guide the Business Analysts and Scrum Masters with best practices on running Agile/Scrum process, system designing and gathering requirements daily as assigned by the Department. 6.1.12 Guide the scrum teams on different flavors of Agile (Scrum, XP, Kanban, etc) and recommend on usage as per the project and deadlines daily as assigned by the Department. 6.1.13 Correspond (verbally and in written formats) with project teams, internal stakeholders regarding project activities, deliverables, and status daily as directed by the Department. 6.1.14 Assist the Project Manager with planning, features road mapping and reporting as directed by the Department. 6.1.15 Standardized SDLC process within the team and introduced Agile Scrum framework. Improve the existing processes and help the team to utilize full potential of used in house tools and products (example VSTS, GIT, Docker, etc) daily as assigned by the Department. 6.1.16 Assist other departments in the division by guiding them with the best practices on Agile/Scrum processes daily as assigned by the Department. 6.1.17 Coordinate deployment of finished products through training, go-live and into production daily as assigned by the Department. 6.1.18 Provide Weekly / Monthly Reporting for the team’s progress as directed by the Department 6.1.19 Maintain the dashboard throughout the Purchase Order term as directed by the Department. Enter Covid-19 information into the dashboard as directed by the Department. 6.1.20 Assist with COVID-19 related activities. 6.1.21 Contractor will be available to provide support off hours, holidays, and weekends as needed by the Department. 6.1.22 In collaboration with Division of Disease Control and Health Protection (DCHP) information technology teams; design, develop, and code based on integration and interoperability of its systems and software daily as directed by the Department. 6.1.23 Work with Division resources to standardize collection and storage of DCHP shared data daily as directed by the Department. 6.1.24 DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply always with all Department data security procedures and policies in the performance of this scope of as specified in the Data Security and Confidentiality document attached to the purchase order.
