IT Project Manager

Location: Phoenix, AZ Hybrid
Interview: In-person — no exceptions

 

Position Summary

The IT Project Manager will lead the planning, execution, and delivery of technology projects within Court Technology Services. Projects may include custom application development, SaaS implementations, infrastructure modernization, and cross-agency integrations. The PM will work with business stakeholders, CTS teams, court departments, vendors, contractors, and external agencies using Agile, Waterfall, or Hybrid methodologies.

 

Key Responsibilities
  • Lead IT projects from initiation through completion/closure, including scope, objectives, schedules, budgets, resources, and project plans.
  • Conduct requirements gathering, systems analysis, stakeholder workshops, and project planning.
  • Develop project charters, schedules, communication plans, status reports, meeting agendas, and other documentation.
  • Lead cross-functional technical and business teams and coordinate internal/external resources.
  • Manage multiple application projects through development, deployment, and support.
  • Manage vendors, SOWs, contracts, budgets, resources, and deliverables.
  • Facilitate project ceremonies including kickoffs, standups, retrospectives, and steering committees.
  • Identify, assess, and mitigate project risks and issues.
  • Monitor project schedule, budget, scope, performance, and deliverables.
  • Communicate status, risks, issues, and trade-offs to technical, non-technical, and executive stakeholders.
  • Drive continuous improvement and ensure projects are delivered on time, within scope, and within budget.
  • Support training, organizational change, and adoption as required.

 

Mandatory Skills & Experience
  • 3+ years managing IT projects or IT business analysis from initiation/planning through completion/closure.
  • 3–5 years of supervisory or team-lead experience.
  • Demonstrated experience leading Agile software delivery (Scrum/Kanban), including sprint planning, backlog management, and release coordination.
  • Experience using Agile, Waterfall, or Hybrid project methodologies.
  • Experience delivering web, mobile, or SaaS applications in a general-jurisdiction court or complex public-sector environment.
  • Experience with organizational change management, preferably Prosci ADKAR or comparable frameworks.
  • Familiarity with Azure, AWS, or GCP, data integration, and information security considerations.
  • Experience with project/collaboration tools such as Azure DevOps, Jira, ServiceNow, Smartsheet, or equivalent.
  • Strong requirements gathering, stakeholder management, communication, problem-solving, and project planning skills.
  • Ability to manage multiple concurrent projects, competing priorities, budgets, schedules, and resources.
  • Strong ability to translate technical information for non-technical stakeholders and executives.
  • Knowledge of SDLC, Agile/Scrum/Kanban, hybrid delivery, PMBOK, IT vendor/SOW management, and public-sector technology environments.
  • Working knowledge of Microsoft 365 — Teams, SharePoint, Outlook, Excel.
  • Strong customer-service orientation, interpersonal skills, emotional intelligence, and business/technical judgment.

 

Certifications
  • PMP or PRINCE2 required/preferred based on client requirement.
  • CSM, PMI-ACP, or SAFe certification is a plus.
